Resolution No. (864)
The Minister of Energy,
Based on the provisions of the Basic Law for State Employees No. (50) of 2004,
Presidential Resolution No. (9) of 2025,
and Decree No. (150) of 2025,
Hereby decides the following:
Article (1):
A subcommittee shall be formed to oversee the examinations of the Technical Institute for Oil and Gas in Homs Governorate, affiliated with the Ministry of Energy, consisting of the following members:
Mr. Nasr Hamid Al-Hamdo – Head of the Examinations Department — Chairman
Eng. Mohammad Adnan Anfalis – Head of the Hydrological Data Department — Member
Eng. Jihad Mohammad Al-Murshid – Head of the Quality, Safety and Consumer Protection Department — Member
Committee Tasks:
Preparing examination centers and ensuring the suitability of examination halls, including the availability of proper lighting, ventilation, and suitable seating for students.
Providing examination requirements and supervising the receipt and distribution of answer booklets, official documents, and printed materials.
Distributing invigilators, organizing monitoring schedules, and assigning teachers, engineers, and supervisors to examination halls, while ensuring compliance with applicable ministerial instructions.
Forming and supervising examination committees within each institute to ensure orderly entry and exit procedures and adherence to the specified examination times.
Receiving confidential examination question envelopes, ensuring their safekeeping, and opening them at the officially designated times in accordance with proper official records and in the presence of the concerned parties.
Monitoring cases of cheating or violations of examination regulations, preparing official reports, and submitting them directly to the Ministry to take the necessary legal measures.
Conducting continuous field visits throughout the examination period to ensure proper workflow and promptly address any technical or administrative issues.
Preparing periodic reports to be submitted to the Ministry’s Higher Committee, including attendance and absence statistics and any observations affecting the examination process.
Receiving answer booklets from center supervisors after the completion of each subject, verifying their quantities, and matching them with attendance and absence records.
Article (2):
Expenses resulting from the implementation of this decision shall be covered from the Ministry of Energy’s budget.
Article (3):
This decision shall be communicated to the concerned parties for implementation.
