Minister of Energy Issues a Decision Forming the Bid Opening Committee at the Ministry

Minister of Energy Eng. Mohammad Al-Bashir issued Decision No. 1161, forming the Bid Opening Committee at the Ministry of Energy.

The decision was issued pursuant to the provisions of Decree No. 150 of 2025; Law No. 51 of 2004, in particular Article 12 of Chapter Three thereof; and Decree No. 450 of 2004, and in accordance with the requirements of the public interest and work necessities.

Under the decision, the Bid Opening Committee at the Ministry of Energy was formed of the following members:

1-Mr. Abdou Al-Abdou – Director of Legal Affairs – Chairman
2-Mr. Adel Al-Khatib – Director of Supply and Procurement – Member
3-Mr. Mohammad Yamer Qattan – Head of the Engineering Affairs Department – Member
4-Mr. Mahmoud Kassas – From the Directorate of Financial Affairs – Member
5-Mr. Hussam Khaddam Al-Jamea – Head of the Contracts Department – Member and Rapporteur

The decision defined the committee's tasks as follows:

1-Opening the bids submitted to the Ministry from a legal and financial standpoint, in respect of:
*The implementation of the completion of rehabilitation works at the Ministry of Energy building in the Dummar project
*The implementation of the equipping works for the Citizen Service Hall at the Adawi Energy Services Center
2-Referring the technical and financial envelopes to a special technical-financial committee to be formed by a separate decision of the disbursement officer, tasked with setting technical evaluation criteria for each bid, reviewing the technical and financial bids referred to it, and submitting its recommendations to the Bid Opening Committee.
3-Selecting the most suitable bid in the interest of the Ministry, based on the minutes of the technical-financial committee, in light of the general and special conditions and the applicable laws and regulations.
