Under the auspices of the Syrian Ministry of Energy and the Saudi Ministry of Energy, the Syrian Ministry of Energy—represented by its Directorate of Technology and Digital Transformation—signed a strategic partnership agreement today with the Saudi-based Kashin Information Technology Company. The agreement aims to establish, develop, and operate a national digital platform for the trading and governance of petroleum products.
The signing ceremony was attended by Eng. Ibrahim Al-Adhan, Assistant Minister of Energy for Planning and Institutional Excellence; Eng. Fouad Moussa, Advisor to the Saudi Minister of Energy and General Supervisor of the International Projects Office; and Mr. Abdullah Al-Haris, Deputy Saudi Ambassador to Syria. The agreement was signed on behalf of the Syrian Ministry of Energy by Eng. Abdul Karim Al-Jaafar, Director of Technology and Digital Transformation, and on behalf of Kashin by its CEO, Mr. Omar bin Walid Al-Rammah.
The agreement aims to establish a "project company" and build an "integrated digital ecosystem" serving various stages and entities within the petroleum products sector. This encompasses regulatory and supervisory bodies and fuel stations; transportation, distribution, tanker operations, and supply chains; as well as storage, production, and end-users across both individual and business sectors.
The project will be implemented in phases, starting with fuel stations and the management of distribution and revenue collection. It will subsequently expand to include transportation, tanker operations, and supply chains, ultimately achieving comprehensive sector integration. This approach contributes to enhanced oversight and compliance, improved operational efficiency, and support for the development of regulatory and operational frameworks governing petroleum products.
