Settlement of the Employment Status of Workers Dismissed Due to Their Support for the Revolution and Covered by Announcement No. (001) of 2025

The Ministry of Energy has issued Circular No. (001), setting out the procedures governing the receipt of applications submitted by employees who were dismissed from service due to the Syrian Revolution. The circular aims to regulate the mechanism for receiving and processing these applications across the entities affiliated with the Ministry, including general directorates, institutions, companies, and authorities.

The circular sets out a number of procedures to be followed, as follows:

First: Procedures for Receiving Applications

One or more clearly visible information signs shall be placed at the main entrance of the relevant entity, indicating the location designated for receiving applications for return to work.

A designated office shall be allocated to receive applicants wishing to submit applications for return to work, with printed application forms made available to applicants at all times.

Second: Application Completion and Documentation Procedures

A designated employee from the Administrative Development Directorate of the relevant entity shall oversee the recording of information in accordance with the approved form and verify the identity of the applicant and the accuracy of the information provided.

The applicant shall personally sign the application and shall bear legal responsibility for the accuracy of the information contained therein.

The designated employee shall sign the application.

A paper register specifically dedicated to applications for return to work shall be maintained, duly signed and stamped by the head of the entity. Applications shall be recorded in the register according to the date of submission, while ensuring proper sequencing and documentation.

Third: Preparation of Documents and Attachments

The Administrative Development Directorate of the relevant entity shall attach the following documents to each application:

A copy of the appointment decision.

A copy of the dismissal decision.

Each copy of the decision shall be certified with the statement “True Copy”, accompanied by the signature and name of the designated employee and the date of submission.

Fourth: Procedures for Referring and Submitting Applications

Applications shall be referred to the head of the relevant entity, who shall forward them to the Administrative Development Directorate of the competent General Directorate (Oil, Electricity, or Water), or to the General Establishment of Geology, or the General Authority for Water Resources, according to the applicable organizational affiliation.

The referral shall be accompanied by an administrative recommendation from the relevant entity and a brief report on the background of the application, in addition to a paper and electronic table containing the names of the applicants, in accordance with the approved form provided by the Ministry.

Fifth: Procedures at the General Directorate Level

The Administrative Development Directorate of the competent General Directorate shall prepare an official memorandum to be submitted to the Director General, accompanied by tables containing the names and relevant information, with the aim of obtaining the Minister’s approval for the reinstatement of the applicants, each in their proposed workplace.

The circular emphasizes the need for all concerned entities to comply with these procedures in order to ensure that the process is carried out accurately and transparently. The Ministry’s Administrative Development Directorate shall also follow up on the tables of applications submitted on a daily basis and take the appropriate action accordingly.
